Usually not yet. Before 16 and a half an agreement cannot be signed at all, and before real club interest exists an agent has nothing to negotiate. The productive early moves are level, footage and visibility; representation follows interest, not the other way around.
Licensed agents earn a regulated commission from completed deals, usually a percentage of the salary, and in many deals the club pays it. Nobody legitimate charges the player or the family upfront for representation, registration or exposure.
Providing agent services requires registration, and "advisor" or "mentor" framing is the common way around that requirement. Whatever the title, apply the same tests: register check, no early paperwork, no upfront money, verifiable track record.
